Who we are
Surrey Property Licensing offer expert services, support and advice on the regulation of the private rented sector.
Our service helps those in the PRS including landlords, letting agents, property investors, trade associations and mortgage lenders.
Our experience and expertise
Our Managing Director Shaun Moss MCIEH is a member of the Chartered Institute of Environmental Health. He has over 19 years experience working for local authorities, including over 10 years in private sector housing and enforcement.
Shaun has held key managerial roles including Housing Standards Team Leader, Senior Private Sector Housing Officer and Private Sector Housing and Targeted Enforcement Manager. He has overseen mandatory HMO licensing schemes, the enforcement and prosecution of unlicensed HMOs, the licensing and enforcement of mobile park home sites, empty homes, and fire safety and cladding issues in high rise buildings.
Shaun has extensive experience in PRS and environmental health (housing) working with the Housing Act 2004, Housing Health and Safety Rating System (HHSRS), Housing Enforcement, HMO Management Regulations 2006/07, Housing and Planning Act 2016, Fire Safety and other relevant legislation.
Shaun has gained a reputation for developing positive working relationships with local authorities, landlords, letting agents, housing associations, developers, tenants and other organisations including Citizens Advice and Trading Standards.
It is rare to find someone with such extensive knowledge of PRS regulation and practical experience of working with parties across the sector.

At Surrey Property Licensing we aim to provide high quality, expert advice and support on any issues you may have surrounding PRS regulation.
We are not just about enforcement …. although we certainly can help with enforcement issues. Our aim is to help inform and educate you about the regulations and so help you meet the required standards more easily.
We take a practical, pragmatic approach to every case. And our service is bespoke to each client.

We would encourage landlords to join organisations such as the National Residential Landlords Association and to engage with landlord forums. (We do not aim to compete with landlord associations and indeed we recognise their valuable contribution to the sector.)
Can you help tenants? Unfortunately, we do not have the resources to help tenants. We encourage tenants to contact their local council, Shelter or Citizens Advice.
